Cursor vs Claude Code: two agents, two ideas about who pays

Cursor is a paid AI coding environment: an editor plus a family of agents that runs your choice of models, with Anthropic, OpenAI, Google and xAI models all sitting in its model list. Claude Code is Anthropic's own agentic coding tool, which Anthropic's docs describe as something that reads your codebase, edits files, runs commands and integrates with your development tools, available in a terminal, IDE extensions, a desktop app and the browser.

The commercial difference is who sells you the meter. Anthropic bundles Claude Code inside a Claude subscription, so the tool never appears as a line item. Cursor sells seats, with headline limits phrased as agent requests and usage pools rather than tokens. That single design choice decides which one is cheaper for you.

One practical note from Anthropic's docs: most Claude Code surfaces require a Claude subscription or an Anthropic Console account, and the terminal CLI, the VS Code extension and the JetBrains extension also accept third-party model providers.

What Cursor and Claude Code cost in September 2026

Cursor's pricing page lists individual plans at $20 per month for Pro, $60 for Pro+ and $200 for Ultra, plus Teams at $40 per user per month. The free Hobby tier covers limited agent requests and Composer access. Cursor's own recommendation, published as a FAQ answer on that page, is Pro+ for daily agent users and Ultra for agent power users.

Claude Code has no equivalent price tag. Anthropic's pricing page lists Claude Code as a feature of Claude Pro at $20 per month, or $17 per month when billed annually at $200 up front, and of Max from $100 per month with a choice of 5x or 20x Pro usage.

Pay-as-you-go changes the shape but not the rate. Running Claude Code against the API, Opus 5.5 bills at $4 per million input tokens and $20 per million output tokens. Cursor's model documentation charges the same $4 and $20 for the same model, so the two tools are identical on token price and different only in how the bill arrives.

The catch: how each tool meters heavy use

Cursor splits your usage into two pools. Cursor's documentation describes a Cursor Models pool with significantly more included usage for Grok 4.7, Grok 4.6, Grok 4.5 and Composer 2.5, and a separate Other Models pool for third-party models charged at each model's API price. Pro, Pro+ and Ultra include the Other Models pool. Cursor's own FAQ then answers the question the pricing page avoids: on-demand usage lets you keep working after the included amount is consumed, billed in arrears.

Claude Code meters time instead of dollars. Anthropic's cost documentation states that Max and Pro subscribers have usage included in their subscription, which makes the five-hour and weekly windows the ceiling rather than a bill. On Team and Enterprise plans each member's Claude Code usage draws from a per-seat allowance that resets on a rolling five-hour window and a weekly window, and that allowance is shared with Claude chat and Cowork, so a chat-heavy teammate and an agent-heavy one spend the same bucket.

Opus 5.5 changed the per-token math on September 22, 2026

Anthropic released Claude Opus 5.5 on September 22, 2026 at $4 per million input and $20 per million output tokens, 20% below Opus 5, with prompt-cache reads cut from $0.50 to $0.20 per million. Cache reads are the line that dominates long agent sessions: Anthropic says the combination of lower rates and fewer tokens per task lands at about 40% less cost on typical workloads, and that Opus 5.5 writes output more than 30% faster than Opus 5.

The same release raised five-hour usage limits on Pro, Max, Team and seat-based Enterprise plans, and gave subscription users a rate-limit reset they can save and spend when they choose. Fast mode, priced at $8 per million input and $40 per million output, is available in Claude Code as well as on the Claude Platform.

Cursor's documentation for the same model lists identical rates: $4 input, $20 output and $0.20 cache reads, with Fast mode at $8 and $40 and regional or US-only endpoints 10% higher, at $4.40 and $22. Whatever separates these two tools, it will not be the price of a token.

Which one to pick, by workflow

• Claude Code if you already pay for Claude Pro or Max, because it is included, and your work is terminal-first or scripted. The same account covers chat and Cowork, and the allowance is time-based rather than metered.
• Cursor if you want one editor across a team with genuine model choice, cloud agents, code review, SSO and per-seat billing a finance team can forecast without watching a token dashboard.
• Both if you want the subscription's included Claude usage plus Cursor's model switching. Since Opus 5.5 costs $4 and $20 per million in either place, running the second tool adds no markup on tokens, only the seat price.

The limits neither pricing page puts in bold

Your seat price is not your agent budget. Anthropic's Claude Code cost documentation reports an average of about $13 per developer per active day and $150 to $250 per developer per month across enterprise deployments, with costs staying below $30 per active day for 90% of users. A $20 or $100 seat holds only if your usage looks like the median developer, and that same page tells teams to pilot before rolling out.

Cursor's pools are not denominated in dollars on the pricing page. The page advertises extended limits on Agent, generous limits for Grok and access to frontier models, and leaves the actual amounts to the usage dashboard inside the editor. If you are budgeting, read that dashboard after a normal week of work, not the plan comparison.

Third-party providers apply to some surfaces, not all. Claude Code's docs state that the terminal CLI, VS Code and JetBrains extensions support third-party providers, and say nothing similar for the desktop and web versions. Confirm the surface your team already uses before you assume a model swap is available.
