What do ChatGPT Ads cost advertisers?

ChatGPT Ads has no setup fee and no monthly minimum: OpenAI's help center sets the minimum daily campaign budget at $25 per day and recommends starting CPC bids of $3 to $5 per click, verified September 18, 2026. Self-serve buying is live in roughly 40 markets.

What ChatGPT Ads actually is

ChatGPT Ads is OpenAI's advertising system inside ChatGPT: sponsored units that render below a ChatGPT response, labeled as sponsored, and sold through an auction that scores advertiser bids against a relevance signal. Each unit carries the advertiser name, a favicon, a headline, description copy, an image, and a landing page, per OpenAI's Ads help center.

Reach is the part most advertisers get wrong before they spend. Ads are shown to logged-in adult users on the Free and Go tiers. OpenAI states in the same help article that ads are not shown to users on Plus, Pro, or any Business plan, or to accounts identified as belonging to users under 18. If your buyer is the person paying 20 USD a month for ChatGPT, this channel never reaches them.

Regulated ground is off limits too. The February 2026 pilot post says ads are not eligible to appear near sensitive or regulated topics such as health, mental health, or politics, and that advertisers never receive chat content, only aggregate view and click data. OpenAI also says tens of thousands of marketers have advertised on ChatGPT since the pilot.

What ChatGPT Ads costs: three ways to be billed

OpenAI sells three objectives, and the objective decides what you are charged for:

  • Reach (Views): billed per 1,000 impressions, optimized for delivery at scale.
  • Clicks: billed per valid click, optimized for traffic to your landing page.
  • Conversions: oCPC or oCPM, billed per valid click or per 1,000 impressions, optimized toward one standard conversion event. OpenAI's help center is explicit that ads are not billed per conversion.

Bids sit at the ad group level as a maximum: a max CPM bid for Reach campaigns, a max CPC bid for Clicks campaigns. For CPC, the help page recommends a starting maximum bid of $3 to $5 per click, and says Ads Manager may display bid-strength guidance when a bid is likely to throttle delivery.

If you buy through the Ads API, the developer docs list three bid strategies: a fixed bid where you supply the maximum, Maximize clicks, and Maximize conversions. Maximize Results strategies require a daily budget and cannot be combined with a fixed bid or audience bid multipliers.

OpenAI publishes no rate card, no average CPM, and no benchmark CPC. Search Engine Land, which documented early campaigns, reports the auction runs as a relevance-weighted second price auction, so a tightly matched ad can outrank a larger bid and the winning price lands below your maximum. Read the $3 to $5 figure as a starting ceiling rather than a market price.

The minimum daily budget, by currency

Campaigns need either a daily budget or a campaign-total budget. The minimum daily budget depends on the billing currency of the ad account. OpenAI's table lists $25 in USD accounts, 25 CAD, 25 AUD, 25 NZD, 15 EUR, 15 GBP, 20 CHF, 2,500 JPY, 25,000 KRW, 150 MXN, 40 BRL, and 725 INR, with smaller amounts for Nordic and central European currencies.

Two mechanics matter more than the floor. First, the daily budget is an average over a budget week that runs Sunday through Saturday in the account timezone, not a hard daily stop. Billed media spend can reach twice your daily budget on a single day, and OpenAI caps the seven-day period at seven times the daily budget. A $25 daily budget can therefore bill up to $50 on one day and up to $175 across the week.

Payment is postpay. You add a billing profile (business name, address, invoice email) and a card, spend accrues as ads deliver, and the card is charged afterward. Ads Manager Beta reports impressions, clicks, spend, CTR, average CPC, average CPM, and conversions once conversion measurement is configured.

How to start running ChatGPT Ads

Signup starts at ads.openai.com, which hands you into Ads Manager. The flow is three steps: create the campaign with a budget and goal, add ad details by bulk upload or in the tool, then launch and read performance. Self-serve opened in beta on May 5, 2026, and Europe got self-serve access on August 31, 2026. Larger advertisers can request sales support instead of running everything themselves, and the advertiser site currently lists a $500 ad credit after $500 of spend for new accounts (checked September 18, 2026).

Two integrations shorten setup. HubSpot is OpenAI's first CRM partner: you connect a ChatGPT Ads account, create ads, track performance, and follow up on leads inside HubSpot. Shopify is the first ecommerce partner, and US merchants can install the ChatGPT Ads app to build campaigns from products already in their Shopify Catalog. The app goes international in markets where ChatGPT Ads is available starting September 23, 2026.

Structure your account around ad groups. Each one carries a title and context hints, the natural-language descriptions of what you sell and when it is useful. OpenAI's help center describes context hints as broad thematic signals rather than exact-match keywords, and warns they do not guarantee delivery in particular conversations. Specific hints beat broad ones: cushioned running shoes for beginners training for a first 5K, not running shoes.

Sponsored Agents and the September 16 update

On September 16, 2026 OpenAI began testing Sponsored Agents with selected US advertisers. After clicking an ad, a user can start a clearly labeled conversation with a business-sponsored agent, ask follow-up questions, and follow a link to the advertiser's site when ready. OpenAI stresses that the sponsored conversation is separate from ChatGPT's own answers and from the user's original chat.

The same announcement shipped AI tooling that changes the daily work: an Ads Manager plugin inside ChatGPT Work that takes natural-language prompts to create, update, and analyze campaigns and can turn a website or brief into a campaign; suggested copy and imagery generated from your landing page and objective; and an opt-in setting that adapts existing headlines and descriptions to the conversation and translates ad copy into the user's preferred language.

Who should buy ChatGPT Ads, and who should not

Buy in if you sell consumer products with a feed or catalog. The Shopify integration exists because OpenAI knows where the ecommerce demand is, and a merchant who already has products in Shopify Catalog can go from install to live campaign in one sitting. Buy in if you run lead generation on a CRM: the HubSpot integration is built to push leads into a pipeline rather than leave them in a separate ad console. Buy in if your category needs explaining, since conversational placement favors an advertiser who can answer a question rather than shout a keyword.

Stay out if any of these describe you:

  • You sell to teams or power users. Plus, Pro, Business, Enterprise, and Education accounts never see these ads.
  • You operate in health, mental health, or politics. OpenAI excludes those placements outright.
  • You need keyword-level control. Context hints guide matching but are not exact-match targeting, and they do not guarantee delivery.
  • You need fixed spend. The daily budget is a weekly average, so a 25 USD day can bill 50 USD.
  • You need volume certainty. There are no published CPM or CPC benchmarks, so budget for a test at the 25 USD daily floor and judge it on your own conversion data.

ChatGPT Ads vs Google Ads

Google Ads still owns intent capture. Google's own product page describes reaching customers across Search and YouTube, with Demand Gen, Display, Local Services Ads, Performance Max, YouTube Ads, and an AI marketing assistant called Ask Advisor. Anyone buying ChatGPT Ads is buying a second placement, not a replacement for that.

The structural difference is targeting. Google sells against the query a person types, which is what makes keyword-level control possible. ChatGPT matches on the context and intent of an ongoing conversation, your landing page, your title and copy, and the context hints attached to an ad group, then renders the ad below the answer for Free and Go users only. Conversational placement catches people mid-decision, but the audience is a subset of search: no paying subscribers, no business accounts, no under-18 users.

The practical read: at a $25 daily floor, with Shopify and HubSpot plumbing already in place, ChatGPT Ads is cheap enough to test properly before you move any budget away from search. Treat it as a channel you are buying data from.
